Job description
We are currently recruiting for a Senior Procurement & Contracts Manager (PMC Role) for a major infrastructure programme based in Riyadh, Saudi Arabia. This is a project-based assignment within a Project Management Consultancy (PMC) environment, supporting large-scale infrastructure, utilities, water, landscape, and construction packages.
Preferred Profile
- Saudi National or Arabic-speaking candidates will be strongly considered.
- Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Procurement, Law, or a related discipline.
- Professional certifications such as MRICS, MCIPS, CIOB, or equivalent will be an advantage.
- Minimum 15+ years of experience in commercial, procurement, and contract management roles.
Key Experience Required
- Extensive experience on major infrastructure, construction, utilities, water, or multidisciplinary capital projects.
- Strong client-side, PMC, consultancy, or major contractor background.
- Proven expertise in:
- Contract Administration & Commercial Management
- Procurement Strategy & Tender Management
- Contractor Negotiations
- Change Orders & Claims Management
- Contract Interpretation & Risk Management
- Scope Dispute Resolution
- Budget Management & Commercial Reconciliation
- Strong capability in evaluating claims, variations, extensions of time (EOTs), commercial submissions, and contractual entitlements.
- Experience leading negotiations with contractors on variations, disputed scope, pricing, rates, and settlements.
- Strong understanding of procurement lifecycle activities from scope definition, tendering, evaluation, negotiation, and contract award.
- Experience managing commercial governance, audit trails, procurement registers, claims registers, and contractual correspondence.
- Excellent stakeholder management skills with the ability to engage senior client representatives, project teams, consultants, and contractors.
